Our People

Each organisation in the partnership has representation on the partnership board with each member bringing their own expertise to the partnership as a whole. More information on each of our board members is available below.

Mark Turner (Chair)

Mark Turner is the Chair of the Vision Zero Partnership and the Chief Executive of the Road Victims Trust. Mark served in Bedfordshire Police for 30 years retiring at the rank of Chief Superintendent. His past experiences include working within Roads Policing, Firearms Command, Hostage Negotiation and Public Order. As Chief Executive of the Road Victims Trust he leads a team of Staff and Volunteers who provide emotional and practical support to all persons involved in fatal and life-changing collisions across Cambridgeshire, Bedfordshire and Hertfordshire.

David Allatt (Vice-Chair)

David leads Transport Strategy and Network Management directorate at Cambridgeshire County Council, a directorate which includes Transport Strategy & Funding, Highways Development Management, Road Safety and Traffic Management Groups. These teams shape and manage the transport network in Cambridgeshire, fulfilling Local Highway Authority duties. David is focused on embedding a safe systems approach to deliver the ambition of the Vision Zero partnership. 

David’s background is in land use planning, and the planning and delivery of transport infrastructure, previous roles include Planning and Sustainability Manager at the Sheffield City Region, Project Sponsor at London Underground, and Transport Assessment Manager at Cambridgeshire County Council. David has also lectured on transport and infrastructure at Sheffield University.

Hazel Robertson

Hazel is Head of Cameras, Tickets and Collisions (CTC) for the tri-force area of Bedfordshire, Cambridgeshire, and Hertfordshire.

She has more than 20 years’ experience of working in road safety, having joined Bedfordshire as the project manager for the Department for Transport’s Cost Recovery programme in 2002. In 2013 with the creation of a tri-force collaboration unit, Hazel become its head; working closely in partnership with both key stakeholders and neighbouring counties’ partnerships to share best practice and ideas.

As a member of the Cambridgeshire & Peterborough Road Safety Board Hazel contributes through being responsible for safety camera enforcement and working closely with both Roads Policing and police Traffic Management Officers to help deliver casualty reduction, to change attitudes and behaviour making the roads safer for everyone, ultimately saving lives, and reducing crime.

Lewis Banks

Lewis is the Transport and Environment Manager at Peterborough City Council and has been in a number of transport planning roles since he joined Peterborough City Council in 2006. He is now the council's strategic transport planning officer, working with a number of local, regional and national organisations to develop and deliver a variety of transport policies and projects. He manages a team of officers who deliver a wide range of transport and sustainability functions. Areas covered include transport planning, passenger transport, climate change, sustainable transport, electric vehicle infrastructure and road safety.

His road safety responsibilities include overseeing the council's educational initiatives, policy development, network analysis to identify where engineering solutions are needed, as well as leading on stakeholder management, working in partnership with other organisations on Vision Zero.

Simon Lewis

Simon is the Clinical Director of the NHS East of England Trauma Network which supports all the health organisations across the region providing care for those involved in major trauma, from prevention and pre-hospital care through to rehabilitation. As a Consultant in Emergency Medicine at Addenbrookes Hospital (our regional Major Trauma Centre) and Medical Director at Magpas Air Ambulance, Simon is also closely involved in providing direct care to major trauma patients. His main interests are around clinical system development, patient safety, training and management of the multiply injured patient.

Andy Smith

Andy was commissioned in the Royal Air Force for 34 years, leaving in 2019 to join Magpas Air Ambulance full-time as the Clinical Operations Manager, managing the day to day running of the operations and also remaining clinically competent as a Critical Care Paramedic, he had previously been completing Paramedic shifts part-time with Magpas since 2013.  He is interested in Casualty care and helping to reduce casualties in our region, particularly Road Traffic Collisions.  He completed a BSc (Hons) Advanced Paramedic Practitioner degree in Sep 2011 and Master degree in Leadership & Management in 2020. In 2018 he was awarded the Order of St John for excellence in military medicine.  At the start of the Covid pandemic he founded the ‘Support Our Stamford’ support group to help the vulnerable and those in need, this has been a massive success and received huge acclaim and publicity.  He is also the Chairman of Paramedics for the Royal College of Surgeons Edinburgh.  A keen sportsman in the past, most noticeably in Rugby Union and triathlon at which he has represented the RAF and recently played his last game of rugby!. He has raised over £120k for various charities during his service.  As well as spending time with his family and keeping fit, he enjoys VW Beetles and supporting Manchester City Football Club.

Laura Hunt

Laura Hunt is a Superintendent who leads the Partnerships and Prevention Department within Cambridgeshire Constabulary and has been a police officer for almost twenty-eight years. In her current role, she co-ordinates, supports and leads partnership and prevention-based activities that aims to create safer communities, reduce harm, crime and demand in the communities of Cambridgeshire and Peterborough. Reducing and aiming for a position where no-one is killed or seriously injured on the roads of Cambridgeshire and Peterborough is not the responsibility of one single agency. To stand the best chance of achieving this position requires the input of many; tackling the causes through multiple approaches; e.g., prevention, engineering, educations, enforcement, etc.

Supporting this work, bringing together the wider organisation with road safety experts within the constabulary as well as the whole system is key to Laura’s role and something that she is extremely keen to pursue.

Adrian Clothier

Adrian Clothier is the Engineering Team Manager (Road Safety) for the National Highways East Region Operations directorate, overseeing a portfolio of Road Safety and Congestion improvement schemes. Adrian manages a team responsible for the continuous monitoring and analysis of road traffic collisions across the East Region Strategic Road Network to inform a programme of engineering, enforcement, and educational interventions, as well as Road Safety Auditing, engagement with Local Authority Partnerships, Suicide Prevention and Major Projects interface.

He has over 19 years’ experience in road safety engineering and has a passion for continuous development in this field, advocating the importance of a Safe Systems approach to road safety and Vision Zero targets for casualty reduction on our Local and Strategic Road Networks.

Rob Olivier

Rob is a Group Commander and Head of Prevention at Cambridgeshire Fire and Rescue Service.

David Boyle

David is Chief Superintendent for Specialist Operations in the Joint Protective Services for Bedfordshire Police, Cambridgeshire and Hertfordshire Constabularies.

Iain Green

Iain is a Team Manager for Health in all Policies in Publich Heath across Cambridgeshire County Council and Peterborough City Council.
